A Moncton City Councillor will face sanctions for his actions following a code of conduct investigation.
Councillor Daniel Bourgeois became embroiled in controversy after remarks made in an Enhancing Democracy committee meeting in October, which made members fear being attacked should they wish to share their opinions.
Following the meeting, Bourgeois sent an email to Mayor Dawn Arnold, which the councillor later called “stupid” due to comments made about a member of the committee. Arnold would later share the email with the Chair of the Committee, Frank Vandenburg.
An investigation by the Integrity Commissioner put on retainer by the Cities of New Brunswick found Bourgeois was in violation of the code of conduct and should face sanctions.
“That Councillor Bourgeois be directed to apologize for his behavior in writing addressed directly to the members of the Enhancing Democracy Committee and that Councillor Bourgeois also apologize in writing directly to Ms. Carole Chan and provide copies of same to the City Clerk,” states a motion approved by Moncton City Council on Monday.
Additionally, the councillor must “attend an appropriate training course on interpersonal relations to underscore to Councillor Bourgeois the importance of appropriate communication or action with those around him in his role as a member of the Moncton City Council.”
Council had requested that both the actions of Councillor Bourgeois with regard to his conduct at the meetings and the contents of his emails and Mayor Arnold with regard to sharing it with the Chair, be investigated by the Integrity Commissioner.
The commissioner determined there was no violation of the code of conduct by Mayor Arnold.
